Job Description

CALIBRE, an employee-owned Management Consulting and Information Technology Solutions Company, is looking for a Senior Portfolio and Investment Management Business Analyst to support a Chief Information Officer (CIO) organization within the US Department of Defense (DoD). The work will support the CIO in meeting its mission requirements and further support the execution of programs and missions by, assisting, advising, and providing the community with federated, technology-enabled Human Resources (HR) business and IT processes that are compliant with Departmental policies, strategically aligned, and customer-focused.

The Senior Business Analyst serving in the role of the Portfolio and Investment Management Support Team Lead will have the qualifications and knowledge, skills, and abilities (KSAs) to lead and manage the IT portfolio, investment management tasks, and Deputy PM support activities. Specific responsibilities include:

  • Leading the analysis of business systems and processes.
  • Formulating and defines systems scope and objectives based on both user needs and a thorough understanding of business systems and industry requirements.
  • Recommending procedures, policies, technologies, software products, and custom systems that will help the organization achieve its goals.
  • Employing an integrated, portfolio-based approach for committing funds for Defense Business System (DBS) investments.
  • Supporting the DoD Capital Planning and Investment Control (CPIC) process.
  • Supporting Functional Strategy updates for a Business Mission Area (BMA) domain, subdomain or functional area.
  • Supporting the preparation, coordination, and submission of Organizational Execution Plans (OEP) information.
  • Assisting CIO staff members with reviewing DBS Certification and annual review packages to verify they are complete, meet requirements, and are ready for review.
  • Supporting the development and review of CRDs and CPMDs.

Job Requirements

  • Must be a US Citizen with an active Public Trust Tier I clearance.

Required Experience

  • Bachelor's degree (Arts/Science) or specialized training certification. Commensurate experience and the demonstrated ability of the individual may be substituted.
  • Twelve years of functional experience and possess knowledge of IT systems. Specialized experience may substitute for years of experience.
  • At least five years of DoD IT Portfolio and Investment Management support experience.

Desired Experience or Certifications:

  • Project Management Professional (PMP), Portfolio Management Professional (PfMP) or Certified Defense Financial Manager (CDFM).
  • Experience supporting IT PfM and IT investment governance as described in DoDI 8115.02, 8320.02, and 5000.75.
