CALIBRE is looking for a trained and energetic Proposal Manager to support winning new and recompete business for our HIM Division. This position will work in the Alexandria office – it is not open to remote/home office support. We are seeking a self-motivated, experienced, and entrepreneurial individual with the ability and drive to have an impact on tactical-level pursuits across our dynamic and expanding organization.

The Proposal Manager will:

  • Handle small- to medium-size pursuits ($1M to $10M) in the Federal Civilian, Defense, and commercial market spaces;
  • Work across organizational lines to organize winning bids;and
  • Must skillfully incorporate technical SMEs, proposal support staff, teammates, and other assets, to include providing direction to more senior personnel.

The ideal candidate will have superb attention to detail and a strong grasp of process, be a hands-on manager, and have a winning track record of pursuits with IT and/or healthcare services. Proposal writing capability is strongly preferred, include ability to perform as proposal section writer, to prepare past performance citations, to tailor and formatting resumes, and to supporting RFI responses.

Job Requirements

  • Demonstrated record of tracking and prioritizing proposal opportunities, coordinating teams, outlining compliant solutions, and organizing and leading small- to medium-size Federal proposals ($1M to $10M); larger pursuit experience a plus;
  • Demonstrated collaborative team leadership and team building characteristics;
  • Superior written and verbal communication skills, including editing/proofreading for grammar, style, spelling, punctuation, word usage, and one voice;
  • Compliance editing skill;
  • Possess and display high ethical and business standards;
  • Ability to work effectively under stress and tight timelines, processing information quickly and accurately with superior attention to detail;
  • Excellent computer skills with a high level of proficiency in Microsoft SharePoint and Office, in particular Word, Outlook, Excel, and PowerPoint.
Required Experience
  • A Bachelor’s Degree from an accredited institution is required; while the degree may be in any field, proven strength in English and editing skills are required (other education, commensurate experience and demonstrated ability of individual may be substituted);
  • 3-6 years of Federal proposal experience required; for a company performing IT and/or healthcare services support is a plus;
  • Experience with all aspects of templating, writing, editing, and production, including strong desktop publishing skills in Microsoft Word;
  • Trained in or strong familiarity with the Shipley Capture Planning process;
  • Must have a current Secret security clearance, or be able to obtain and maintain a Secret security clearance.

Desired Experience

  • Experience with standard Federal priced services bids; experience with SF330/Brooks Act bids desired; experience with commercial (industry-to-industry) bids a plus;
  • APMP certification a plus.
