Job Description

CALIBRE Systems, Inc., an employee-owned Management Consulting and Digital Transformation company, is looking for a Proposal Manager.  In this role, the candidate will lead CALIBRE’s Proposal Center of Excellence (CoE).  CALIBRE’s CoE is responsible for implementing and executing a unified approach, using established methods, processes, and tools necessary to win new business for strategic growth opportunities.  The CoE Manager is responsible for coordinating the efforts of a team of Proposal Managers and Writers across multiple bids.  The candidate will integrate technical support and pricing efforts to successful complete compelling and compliant responses to solicitations/Request for Proposals (RFPs) from Department of Defense (DoD), as well as other Federal, State, and commercial clients.  The candidate will be responsible for preparing and supporting quick response efforts to government requests for information.  The candidate is further responsible for developing strategic communications plans and marketing material and for long-term positioning with an identified client set.  The ideal candidate will possess a keen attention to detail, and the ability to handle fast-paced/stressful situations well. The candidate will also demonstrate dependability and exceptional customer service skills.



Required Skills
  • Manage CALIBRE’s corporate Proposal Managers and Writers
  • Assemble highly qualified teams and consultants capable of responding to a wide variety of complex requests for proposals supporting all of CALIBRE’s lines of business
  • Review, analyze, and interpret RFP/RFQ/RFIs to determine writing requirements and organization of content
  • Lead the development, editing, and quality control of all corporate-led proposals, ensuring they address customer hot button issues; solution, approach, and/or team features and benefits; and win themes
  • Write and communicate persuasively and articulately
  • Edit proposal and marketing content for grammar, punctuation, readability, and persuasiveness
  • Develop and edit multiple forms of written content for readability and consistency with corporate strategy and goals
  • Strong familiarity with Strategic Pricing, Price to Win Strategies
  • Maintain and update CALIBRE’s Proposal Management Guide
  • Maintain and continuously improve CALIBRE’s repository of reusable proposal and marketing material
  • Lead and support multiple proposals, capture efforts and marketing campaigns within the same timeframe
  • Manage time proactively to plan for unforeseen short term assignments
  • Demonstrate excellent professionalism and customer service skills
  • Create and maintain a positive work environment, demonstrate a professional attitude, and meet established goals and responsibilities while working in cooperation with colleagues


Required Experience
  • U.S. CITIZENSHIP REQUIRED
  • Bachelor's degree in business or related field
  • A minimum of 10 years' proven successful experience editing, writing, and coordinating responses to DoD and Federal RFPs of moderate to high complexity
  • A minimum 5 years’ experience leading proposal teams in a dynamic, fast-paced environment supporting critical business development activities
  • Experience in managing multiple editing/writing assignments
  • Strong analytical, organizational, and project/proposal management skills
  • Ability to use standard English writing styles and structures to write proposal sections; this includes the ability to research and synthesize information from multiple sources (subject matter experts, previous proposals) into a cohesive, easy-to-read, and persuasive final product
  • Able to balance multiple projects and work to meet deadlines
  • Excellent communication and organizational skills
  • Ability to work on multiple projects and under tight deadlines
  • Ability to collaborate/lead proposal teams and individuals with varying working styles
  • Ability to work overtime, often with limited advance notice 
  • Proficient in MS Office Suite (Word, Excel, PowerPoint, Project), Adobe Acrobat, and SharePoint
