Job Description

CALIBRE, an employee-owned Management Consulting and Information Technology Solutions Company, is looking for a Program Analyst to provide information technology (IT) portfolio management support for a Department of Defense (DoD) client.

Specific responsibilities include:

  • Conduct business and systems alignment studies including capability analysis that enable end-to-end portfolio objectives to be realized
  • Conduct portfolio management business process re-engineering activities that can be used to improve overall operations
  • Perform periodic assessments of systems, applications and services to identify opportunities for portfolio management process improvement. Develop reports and provide program improvement recommendations to the government client based on findings
  • Provide compliance assessments of clients’ defense business systems (DBS) with applicable statute and regulation
  • Coordinate development and delivery of briefings to client leadership

Job Requirements

  • Must be a US Citizen with an active Public Trust Tier I clearance.
  • Experience supporting the DoD IT portfolio management governance process
  • Experience performing IT portfolio analysis and provide subject matter expert recommendations for input to formal reviews of portfolios
  • Experience conducting programmatic analyses and evaluation of IT portfolio applications
  • Experience supporting development of the annual Organizational Execution Plan (OEP) and Out-of-Cycle requests for certification

Required Experience

  • Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other relevant discipline; or equivalent work experience
  • Six years of experience required supporting information and IT management and/or human resources management functional areas. Specialized experience may substitute for years of experience.
  • Possess Active Public Trust Tier I clearance
  • US Citizen
  • Proficiency with Microsoft Office products

Desired Experience

  • Minimum of two years’ experience with DoD portfolio management processes and tools
  • Experience with federal Capital Planning and Investment Control (CPIC) portfolio management practices
  • Familiarity with DoD’s Investment Business Framework (IBF) and the Business Enterprise Architecture (BEA)
  • Experience working with IBF-DAP, DoD IT Portfolio Repository (DITPR), DoD IT Investment Portal (DITIP), and Select and Native Programming Data Input Systems for IT (SNaP-IT)
  • Familiarity with DoD Instruction 5000.75, Business Capability Acquisition Cycle (BCAC)
  • Process improvement (e.g., Lean Six Sigma or Business Process Reengineering)
