Job Description

CALIBRE, an employee-owned management consulting and information technology solutions company, is seeking a Program Analyst to perform operations for the HQDA, Deputy Chief of Staff (DCS), G2, providing functional and technical expertise in support of Army Security and Insider Threat Programs. The DCS, G-2 serves as the Secretary of the Army’s Principal Military Adviser on Intelligence and the Army’s Senior Agency Official for Information, Personnel, Industrial Security and is the Army’s Principal Foreign Disclosure Authority. Additionally, the DCS, G-2 serves as the Principal Army Staff Advisor to the Army Chief of Staff on Army Intelligence Activities. The Program Analyst provides support to Army security and insider threat policy and oversight processes, including: data gathering, content development, customer service and stakeholder outreach, as well as the development of security policy, procedures, guidelines, strategic documentation, and training.

  • Provide Support to Army Threat Management Information Sharing (ATMIS) and Security Analysis Fusion Enterprise (SAFE) programs;
  • Develop, align, and implement Army guidance and policy to support executive decision-making and the planning, programming, and budget execution process;
  • Assist in gathering and analysis of user feedback, and develop recommendations for changes and updates to ATMIS;
  • conducting risk assessments and presenting findings to a variety of audiences and senior decision makers;
  • Attend community security and threat meetings, committees, and working groups, and communicate with external organizations as appropriate in order to maintain understanding of evolving security and threat requirements and solutions;
  • Communicate, coordinate, staff, and consolidate Insider Threat and Security Resiliency information within the Army staff and to subordinate units;
  • Prepare and present briefings, and conduct liaison with other agencies and organizations to collaborate on Program operations and lessons learned;
  • Identify potential business process improvement opportunities to optimize efficiency and data quality; and
  • Develop and prepare briefing products, collection evaluations, intelligence assessments, and information and position papers for government leads and managers as required.

Job Requirements

  • Three (3) years professional experience in public administration, policy development, business, and/or organizational analysis. Experience shall have been within two (2) years of starting on this contract;
  • Experience with analytical problem solving and familiar with conducting operations relating to insider threat, counterintelligence investigations, and counterespionage;
  • Knowledge of Army Threat Management Information Sharing (ATMIS), Security Analysis Fusion Enterprise (SAFE), and SPeD Program Support;
  • Familiar with data analytics tools used for Insider Threat information collection on computer networks or knowledge of other Insider Threat risk scoring data analytics tools / programs;
  • knowledge of Planning Programming Budgeting and Execution (PPBE) and Joint Capabilities Integration and Development System (JCIDS);
  • Knowledge of Intelligence regulations and Intelligence oversight principles, products, capabilities, and missions;
  • Ability to break down complex concepts, generate conclusions from disparate information, and succinctly relay key information to leadership;
  • Proficiency with Microsoft Office products (Word, Excel, and PowerPoint);
  • Ability to prepare and deliver technical and non-technical information, and professional briefings and presentations to team members, government personnel, and other diverse audiences.
Required Experience
  • Bachelor’s degree in from an accredited college or university (other education, commensurate experience, and demonstrated ability will be considered on an individual basis);
  • Possess and maintain an active/current TOP SECRET clearance, with SCI eligibility;
  • Must be a US Citizen.
