Job Description

CALIBRE, an employee-owned management and Technology Solutions company, is seeking a Lead Force Structure Documenter to support the USAFMSA (United States Army Force Management Support Agency) mission. This position is contingent upon federal contract award.

Responsibilities include:

  • Documenting all required aspects of Army Force Management to support USAFMSA.
  • Providing expertise in Army Force documentation, including the technical aspects of the building blocks of force documentation: manpower, personnel, equipment, readiness, capabilities, operating vs. generating, war fighting vs. supporting/infrastructure, modernization, operating environment, functional/mission areas (combat, support, sustainment, aviation, medical, etc.).
  • Actively participating in specified meetings, briefings, conference, seminars, progress reviews, etc.
  • Developing the requirements and authorization documents (TOEs, BOIPs, MTOEs, TDAs and Augmentation TDAs (AUGTDAs) by providing draft products containing the approved force structure, manpower and equipment requirements, and approved modernization guidance from HQDA.
  • Tracking all tasks effectively until completed will be the measure of quality (Historically, 150 documents per month).
  • Creating TOE’s and collect data/doctrinal research to include mission, assignment, capabilities, basis of allocation, mobility, organizational structure, tactical disposition, command and control, design constraints, and manpower requirements.
  • Running Manpower Requirements Criteria (MARC).

  • Must understand hierarchical organizational relationships and structure of Army units at all levels.
  • Must understand the technical aspects of the building blocks of force documentation: manpower, personnel, equipment, readiness, capabilities, operating vs. generating, war fighting vs. supporting/infrastructure, modernization, operating environment, functional/mission areas (combat, support, sustainment, aviation, medical, etc.).
  • Excellent organizational skills.
  • Must be able to identify and resolve problems in a timely manner.
  • Gather and analyze information skillfully.
  • Demonstrate resourcefulness and initiative in dealing with daily assumptions.
  • Ability to collaborate with multiple organizations.
  • Proficiency with MS Office Suite, especially Microsoft Excel, Access, PowerPoint, and Word.
  • Excellent attention to detail.
  • Ability to multi-task and willingness to complete tasks as assigned.
  • Strong oral and written communications skills.
  • Strong analytical skills and ability to work in team settings.


Required Experience
  • Must hold/maintain Top Secret Clearance.
  • Bachelor’s degree is required.
  • Ten years of Army Force Management experience demonstrated expertise in Army FM Documentation.
  • Five years of Global Force Management Data Initiative (GFM-DI) experience.
  • Five years’ experience with the Army data requirements as they relate to the Joint Staff, J8, business and warfighter system operations.
