Job Description

CALIBRE Systems Inc, an employee-owned Management Consulting and Information Technology Solutions company, is looking for a Frequency and Spectrum Management Specialist to provide Frequency and Spectrum management and technical support to the US Army at FT Bragg. Frequency and Spectrum Management Specialist conducts planning, coordination, and management for the joint use of the electromagnetic spectrum through the uses of operational, engineering, and administrative procedures, with the objective of enabling electronic equipment to perform intended functions in the intended environment without causing or suffering interference. The Frequency and Spectrum Manager assists the government to determine peace and wartime communications equipment, spectrum resources, and computer system requirements and obtain sufficient capabilities as appropriate to the organization. Frequency and Spectrum Management Specialist provides support to improve component signal operations, Mission Command and Information Systems (MCIS) interoperability, spectrum/frequency Management, communications security, force structure, and employment of signal forces in support of the sustainable readiness model (SRM).

  • Serve as the organization point of contact for spectrum and frequency requirements.
  • Perform periodic reviews and updates; takes steps to resolve frequency interference reports and maintains a database of interference incidents.
  • Resolve frequency interference reports and maintain a database of interference incidents.
  • Prepare and forward properly formatted frequency requests to the appropriate military or civilian agency for coordination and approval.
  • performs unlimited frequency planning, selection, and de-confliction using automated tools.
  • Develop, produce, and disseminate spectrum operations SOPs.
  • Assist in the development and publishing of communications annexes and appendices.
  • Identify spectrum requirements for CONUS and OCONUS training, pre-deployment, deployment, and reconstitution of Soldiers.
  • Coordinate frequency and spectrum management issues and requirements with appropriate federal, nonfederal, military and other government officials of the United States and foreign countries.
  • Generate Satellite Access Request (SAR) to proper controlling authority, receive Satellite Access Authorization, receive satellite frequency approval, submit assignment to frequency database using Spectrum Twenty-one (SXXI) software, and inform user of the authorized frequencies.
  • Validate subordinate Army unit's electromagnetic spectrum (EMS) request using Standard Frequency Action Format (SFAF).
  • Provides technical Support and setup, coordinates with external agency technical leads, and documents re-occurring technical meetings, tests, exercises, and events.
  • Develops, manages, and documents problem tracking and resolution (PTR).
  • Provides analysis for the design, development, and implementation of hardware and software solutions.
  • Attends training, seminars, conferences, and events to enhance products and services relevancy to the operational training requirements.

Job Requirements

  • Five (5) years’ experience with spectrum management on a battalion or higher staff.
  • Experience coordinating with national level spectrum management offices such as the Army Spectrum Management Office, Air Force Spectrum Management Office, or FAA.
  • Knowledge of DOD approved spectrum management database software (currently Spectrum XXI), DoD spectrum certification process and Spectrum Supportability Risk Assessment (SSRA), and frequency assignment standard formats and processes.
  • Comprehensive knowledge of International Telecommunications Union (ITU) Radio Regulations and Allocations and NTIA spectrum management systems and processes.
  • Knowledge performing interference analysis, frequency nomination and processing using Spectrum XXI and the Government Master File (GMF), and knowledge on how to receive the frequency approval, and submit assignments to the frequency database.
  • Knowledge of strategic Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance and Reconnaissance (C5ISR) network operations in support of DOD.
  • Knowledge of current SharePoint and hardware engineering practices.
  • Knowledge and experience working with network architectures, virtualization software, and distributed application development.
  • Ability to prepare and deliver technical and non-technical information and instructional briefings and other training to team members and government personnel.
Required Experience
  • Bachelor’s degree from an accredited college or university in a technical, Engineering, or business discipline (other education, commensurate experience and demonstrated ability of individual may be substituted).
  • Graduate of the Inter-Service Radio Frequency Management School (IRFMS) and/or National Telecommunications and Information Administration (NTIA) Spectrum Management Course.
  • Graduate of the Spectrum XXI, ACES/JACCS, and SPEED, and the Army Spectrum Management courses.
  • Possesses DoD 8570 IAT II certification: CompTIA Security+ or higher Information Assurance certification.
  • Must be a US citizen and possess or be able to obtain/maintain a SECRET clearance
