Job Description

CALIBRE, an employee-owned Management Consulting and Information Technology Solutions Company is looking for a qualified individual to serve as a Force Management Analyst in support of the Office of the Chief, Army Reserve (OCAR) at Fort Belvoir, Virginia.

Duties include, but are not limited to:

  • Provide technical support to the Force Management Division, Office of the Chief, Army Reserve (OCAR) in the areas of Force Management, Force Integration, Force Design, Manpower Studies and Analysis, and Transformation. Provide technical support in the preparation, review, analysis, coordination and maintenance of requirements documentation used in force management to develop, restructure, rebalance, transform, and sustain Army Reserve Organizations.
  • Provide management analyst in support of the G3-FM in the areas of Force Design, Force Integration, Manpower Studies and Analysis and Transformation.
  • Actively participate in specified meetings, briefings, conference, seminars, progress reviews, etc. This participation may include providing management, technical, cost or schedule information and other advice and assistance to the client
  • Prepare, provide updates and maintain force accounting of the Selected Reserve (SELRES).
  • Submit manpower (Schedule 8) input to the Program Objective Memorandum (POM).
  • Support Army Reserve FM during initiatives to gather information on Army databases and related applications.
  • Able to coordinate and communicate with HQDA G-3FM, G-8 and USAFMSA. Must be able to represent OCAR FM issues to HQDA in an effective manner that supports the client.
  • Manage data entry responsibilities to establish an audit trail to ensure integrity, accountability and source of data and support rationale for related decisions.
  • Conduct SAMAS to RCAS (Force File) comparison audits and provide reports noting discrepancies between the systems.
  • Have the skills necessary to transfer data from SAMAS into RCAS as requested by the Government RCAS data administrator.
  • Perform data analysis of force structure data on an ad hoc by AR FM analysts to include the following data sources: RCAS, RCMS, SAMAS, CTU, and FMS Web.
  • Conduct RCAS data reviews and provide feedback to the AR FM (Main) leadership. Based on analyses performed, provide recommended RCAS TAADS data “fixes” to correct errors and to add data required by RCAS users.
  • Assist the AR Comptroller in preparing Budget Estimate Submission (BES) budget book exhibits, pertaining to SELRES authorizations, Full Time Manning, including civilian (DAC & MILTECH), and Active Component Title 11 support to the Army Reserve.


Required Skills
  • U.S. Citizenship and a current DoD Secret security clearance.
  • Three or more years serving in Force Management positons supporting either OCAR, USARC, Army G-3/5/7 Force Management Directorate, or Army G-8 Force Development Directorate.
  • Five years experience conducting Force Management analysis.
  • Ten years or more of Army service.
  • Expertise in Total Army Analysis (TAA), Command Plan, Force Design Update (FDU), and Force Integration Functional Analysis (FIFA).
  • Expertise in processing Schedule 8 submissions.
  • Working knowledge of Headquarters, Department of the Army (HQDA) Concept Plan Guidance.
  • Demonstrated proficiency in preparing instructional manpower study information.
  • Knowledge and understanding of Army Regulation 570-4 Manpower Management.
  • Ability to collaborate with multiple organizations.
  • Proficiency with MS Office Suite, especially Microsoft Excel, Access, PowerPoint, and Word.
  • Excellent attention to detail.
  • Ability to multi-task and willingness to complete tasks as assigned.
  • Excellent oral and written communications skills.
  • Excellent analytical skills and ability to work in team settings.
  • Excellent organizational and customer service skills.

Desirables

  • Three or more years serving as a Branch Chief or Division Chief in Army G-3/5/7 Force Management Directorate.
  • PMP Certification or equivalent.
  • Master's degree in either the Arts or Science fields.
  • Microsoft Officer Specialist Certification (Excel, Access)


Required Experience
  • Graduate of CGSC or ILE if former military officer, commensurate Professional Military Education if former military Warrant, Enlisted, or Civil Service.
  • Graduate of the four-week How the Army Runs Course, formerly the Army Force Management Course.
