Job Description

CALIBRE, an employee-owned Management Consulting and Information Technology Solutions company, is looking for a Director responsible for CALIBRE’s Federal Civil Applications portfolio, whose clients are comprised mainly of the Department of Homeland Security (USCIS), Department of State, and other Federal non-defense agencies. Services include Enterprise Content Management, utilizing IBM FileNet and OpenText; Agile Software Development and Delivery, Cloud solutions utilizing public, private and hybrid clouds, and other similar IT solutions. This position reports directly to the Division Vice President, Health and Information Management.

The successful candidate will be responsible for the growth and sustainment of the Directorate’s business, consistent with approved Balanced Scorecard measures. The Director's primary focus is on achieving top quartile growth in the Directorate by sustaining existing business and identifying, developing, and winning new business opportunities. The Director is responsible for recruiting, developing, and sustaining personnel with a cohesive set of skills and services to support sales and execution. The Director must also manage corporate resources to enable the successful performance of the Directorate’s Project Managers.

  • Meeting sales, revenue and fee objectives as determined by Division Vice President.
  • Setting the Directorate’s vision: Identifying “leverage and growth” opportunities that align with Division objectives.
  • Work with the Director, Sales, to assist with growth opportunities.
  • Supervising technical staff responsible for managing projects and empowering Project Managers to meet established technical performance standards, schedules, and cost targets.
  • Working with a centralized proposal and project management organization, as appropriate, to increase operational efficiencies.
  • Staffing assigned project teams with qualified personnel through either internal reorganization or hiring of new personnel.
  • Reviewing staff performance and make recommendations for workforce development.
  • Driving the professional development of staff through CALIBRE University and dictating skill development and certification goals for the Directorate.
  • Ensuring that Corporate, Division and Directorate information is communicated and understood by all staff.
  • Establishing and maintaining client trust to increase probability of win (pWin).
  • Ensuring continuous lateral communication among and between Divisions and Directorates.
  • Understanding of Agile, Waterfall, and similar development methodologies.
  • Understanding of ITIL, ISO 27001 and similar.
  • Participating in corporate quality assurance efforts to include CMMI and ISO 9001.

Job Requirements

The ideal candidate will have:

  • Must hold or be able to obtain a Secret clearance.
  • Strong financial acumen and the ability to run a subset of a Profit and Loss center (P&L).
  • Current knowledge of trends in government and industry that include training requirements, issues, and challenges of primary client-set.
  • Strong understanding and demonstrated application of the Shipley business development process.
  • In-depth problem solving and resource integration abilities.
  • Ability to gather, organize, and present information for data calls in a thoughtful manner.
  • Ability to apply extensive executive skills in establishing and maintaining successful working relationships with clients, corporate officers, vice presidents, directors, project managers, staff and other business enterprises and partners.
  • A clear vision of how to grow a business in a low-price/technically acceptable acquisition environment.
  • Five or more years of project/program management experience. Demonstrated experience in training services is required. Project Management Professional Certification (PMP) is preferred.

Bachelor's degree from an accredited college or university or equivalent level of experience. An advanced degree is preferred. (Other education, commensurate experience and demonstrated ability of individual may be substituted.)
