Job Description

CALIBRE is looking for an experienced individual with a superior record of winning new work consistently over multiple years. This position will work out of the Alexandria, VA office - it is not open to remote/home office support. The ideal candidate will be responsible for implementing and managing capture processes to win new business and achieve aggressive sales goals. The Director, Capture Management will handle multiple major pursuits in the Federal Civilian, Defense, and commercial market spaces, work across organizational lines to develop winning bids, handling teaming, brief senior leadership, and manage internal and external pursuit resources responsibly. The ideal candidate will have superb attention to detail, strong grasp of process, be a hands-on manager, and have a track record of winning new business with Federal and/or commercial clients, to potentially include B2B and partner nation governments, on pursuits $10M and greater. Applicants selected will be subject to a background check and/or government security investigation and must meet eligibility requirements for access to classified information.

Job Requirements

  • A current SECRET clearance or the ability to obtain one; TOP SECRET clearance preferred
  • Must have thorough knowledge of federal acquisition/procurement and contract management practices, to include understanding of the Federal Acquisition Regulations (FAR)
  • Demonstrated collaborative team leadership and team building characteristics. S/he is a coach/player who can empower, collaborate, and delegate when and where necessary, while remaining personally accountable for the overall capture and bid effort
  • Knowledge and understanding of all contract types/vehicles, to include IDIQ, GSA/GWAC, RFP, SF330/qualification-based bids; as well as fixed price, cost reimbursable, and cost plus requirements
  • Must demonstrate tracking and prioritization, assembling teams, developing winning solutions, and organizing and leading the pursuit process
  • Possess and display high ethical and business standards
  • Superior written and verbal communication skills
  • Be able to work effectively under stress and tight timelines, processing information quickly and accurately with superior attention to detail
    • Excellent computer skills with a high level of proficiency in Microsoft Sharepoint and Office, in particular Word, Outlook, Excel, and Powerpoint
    • Trained in the Shipley Capture Planning process or equivalent process
  • Ability to travel CONUS and OCONUS

Required Experience

  • Bachelor’s Degree from an accredited institution is required; Master’s preferred
  • 10-15 years capture management experience demonstrating development of Capture Plans for key pursuits with an extensive understanding of solutioning, competitive assessments, risk review triggers and processes, pricing, price-to-win, recruiting/staffing, teaming arrangements/workshare, and proposal development
  • Strong technical acumen with the Infrastructure and Engineering market space with currency in one or more of the following: asset management; built environment/facility condition assessments; geospatial information; spatial analysis; land and natural resource management; energy policy; MILCON processes; excess property conveyance

Highly Desired:

  • Prior experience/service in the Federal Government and/or Military Services, or project management in engineering services provision
  • Professional Engineer certification a plus
