Job Description

CALIBRE, an employee-owned management consulting and information technology solutions company,, is looking for a Program Analyst to support remediation and auditability Office of Financial Operations FMO, under the Assistant Secretary of the Navy Financial Management and Comptroller (ASN, FM&C) operational programs.

Specific responsibilities include:

  • Support and Financial Management and Business Operations
  • Conducting trend analysis, performing root cause analysis, and developing corrective action plans on WinIATS improper payments data for Budget Submitting Offices that support large volumes of travel (e.g. BUPERS, PACFLT, Fleet Forces Command)
  • Implementing data visualization tools that capture IPIA program metrics and developing statistical estimates of improper payments for inclusion in DOD agency financial reports
  • Collaborating and enhancing Improper Payments Information Act of 2002 (IPIA) program governance through policy and memorandums of understanding with key stakeholders.


Required Skills

 

  • Must be a US Citizen with an active SECRET Clearance
  • Possesses experience providing solutions to an organization’s challenges through the application of knowledge gained through similar prior engagements
  • Possesses demonstrated knowledge in business operational compliance review


Required Experience

 

  • Bachelor’s degree in, Business Administration, Accounting, Finance, or Economics relevant discipline; or equivalent work experience.
  • Minimum six (6) years progressive experience
  • Experience supporting pay and disbursement programs.
  • Proficiency with Microsoft Office products (Excel, Access, PowerPoint, Word).

Desired Experience

  • Experience supporting a project in each of the following DOD (DON Preferred) Pay and Disbursing Programs within the last two (2) years: Improper Payments Information Act of 2002 (IPIA), Barring Act Waivers, Contract Debt Deferments, Charge Card Programs, and Military Banking
