Job Description

CALIBRE, an employee-owned management and Technology Solutions company, is seeking a qualified individual to serve as a Blackboard® and Web Page Administrator at the Army Force Management School (AFMS) at Fort Belvoir, VA. The Blackboard® & Web Page Administrator’s position supports all academic activities at AFMS (resident, non-resident and distributed learning).

The Blackboard® & Web Page Administrator’s position duties include, but are not limited to:  

  • Create user accounts in Blackboard®
  • Batch users’ accounts, change passwords, customize information and create Blackboard® roles IAW TRADOC Blackboard® policies and procedures
  • Provide support to AFMS instructors in managing educational content in Blackboard®
  • Create courses in Blackboard® (resident, non-resident and distributed learning or DL)
  • Manage the lifelong learning center (LLC) in AFMS Blackboard®
  • Coordinate with Blackboard® Help Desk located in Newport News for instructor training, course director training and any other position requiring training
  • Monitor preparation, coordination and application of AFMS tests in Blackboard®
  • Support students and faculty with content management in Blackboard®
  • Manage all Blackboard® tickets with Help Desk at Newport News.
  • Create a ticket management log of internal and external Blackboard® tickets
  • Manage, coordinate and sustain integrity of disaster recovery, local data backup and recovery / monitoring / alerting policies and procedures ISO Blackboard® activities
  • Course archiving in Blackboard®
  • Create static and interactive web presence using the latest web development tools
  • Create page organization and composition, HTML and /or PDF coding, graphics development, interactive code development, testing and implementation
  • Coordinate web page content management with onsite Project Manager (PM), AFMS
  • Coordinate web page technical set up and sustainment with the supporting Network Enterprise Center (NEC) at Fort Belvoir, VA
  • Post, monitor, delete when required web page content after coordination with PM, AFMS
  • Be prepared to post emergency content onto the web page during inclement weather to notify arriving students of the latest contact information and actions to take prior to and during an AFMS Course.
  • Participate in quarterly meetings aimed at reviewing web page content
  • As required, make content and graphics updates to the AFMS web page
  • Write, update (when required), the Blackboard® and Web Page Standard Operating Procedures (SOP) or others as assigned.
  • Perform the additional duty of Property Book Coordinator using the WASP system

Required Skills
  • Must be a US Citizen.
  • Must have a SECRET security clearance.
  • Must possess a U.S. accredited Associates Degree or Technical Diploma in a computer science/ computer engineering program.
  • Must possess Blackboard® Certified Trainer Certification.
  • Must possess the following web page management skills and or licenses:
    • JQuery/Bootstrap 3.3.7/4.1
    • Working with C#, JavaScript, HTML, CSS
    • Working in Agile/Scrum development process
    • Source control systems like Microsoft TFS
    • Cross-browser design and testing
    • Section 508 standards and compliance
    • Experience with UI/UX design
  • Must be able and willing to plan, write, coordinate, integrate, and prepare actions ISO of AFMS. 
  • Ability to work in team setting, communicate, and collaborate with multiple organizations.
  • Excellent oral communication skills.
  • Adequate written communication skills with the ability to write clearly emails, SOPs, and information papers (when required).
  • Excellent analytical skills.
  • Excellent attention to detail.
  • Excellent organizational and customer service skills.
  • Willingness to complete tasks as assigned.
  • Ability to demonstrate initiative, multi-task, and prioritize to meet multiple consecutive deadlines.
  • Proficiency with MS Office Suite, especially Microsoft Word, Microsoft PowerPoint, and Microsoft Excel.

Required Experience
  • Two-to three years’ experience serving as the Blackboard® Administrator within a DOD/ and or commercial educational institution.
  • Two-to-three years’ experience serving within the Blackboard® Learn and Collaborative environments supporting the Army or another DOD Organization or a commercial educational institution.

Required Education:

  • U.S. accredited Associates Degree or technical diploma in a computer science / computer engineering program.
  • Must possess Blackboard® Certified Trainer Certificate.
