Job Description

CALIBRE, an employee-owned Management Consulting and Information Technology Solutions company, is looking for an Organizational Change Management/Workforce Development Specialist to provide functional support for the Air Force Product Lifecycle Management Capability Initiative (PLM-CI) at Wright-Patterson AFB in Ohio. The candidate will work with the PLM-CI team to help design future state capabilities for Air Force Logistic Information Technology (Log-IT) initiatives. The successful candidate will have a background in U.S. Air Force organization structures, mission, business and management functions, work processes, goals and objectives.

Duties include, but not limited to:

  • Determine impact of new functions and processes for AF workforce by assessing new system roles/responsibilities and business processes in relation to users’ current duties, title, series, grade, knowledge, skills and abilities (KSAs). Identify changes needed to AF position descriptions and KSAs, develop mitigation strategies and optimum staffing strategies for reassignment of impacted employees.
  • Map roles to specific AF workforce civilian job series, AF Specialty Codes (AFSCs) and civilian position descriptions impacted by the new functionality. Assess new system tasks and processes against current position duties and skill requirements to identify KSAs required, potential skill gaps, and mitigation strategies needed to ensure new users are able to perform their job responsibilities within the new system.
  • Develop Workforce Transition Strategy and Transition Plans to document workforce impact
  • Develop communication products to include announcements, news articles and releases, fact sheets, training materials, briefings, and conference materials to support various Organizational Change Management activities
  • Assist in revising policy for Product Lifecycle Management Capability Initiative for procedures for feasibility and implementation impact on program

Job Requirements

  • Must be able to pass a National Agency Check.
  • Knowledge of Product Lifecycle Management or Lifecycle Logistics.
  • Uses judgment in researching, choosing, interpreting, modifying and applying available guidelines for adaptation to specific problems or issues.
  • Has practical knowledge of technical writing standard procedures and operations requiring extended training and/or experience.
  • Develop communication products to include announcements, news articles and releases, fact sheets, training materials, briefings, and conference materials to support various Organizational Change Management activities
  • Assist in revising policy for Product Lifecycle Management Capability Initiative for procedures for feasibility and implementation impact on program
  • Experience with presenting technical information and strong problem solving skills.
  • Experience developing Microsoft Office products for staffing and briefing senior Air Force leaders.
  • Must possess strong writing and oral communication skills.
  • Collaborate with the Government and project management to define project documentation needs and end-user training requirements.
Required Experience
  • Bachelor's degree and minimum of 3 years of experience. (Other education, commensurate experience and demonstrated ability of individual may be substituted.)
