Technical Support and User Engagement Program Manager

CALIBRE Systems, Inc., an employee-owned mission focused solutions and digital transformation company, is looking for a highly motivated Program Manager to join our dynamic team supporting a federal client. This position provides strategic leadership and oversight to ensure effective delivery of user engagement, technical support, and compliance-driven program operations for a federal data access program.
Responsibilities include, but are not limited to:
· Lead overall execution of all contract activities, including user engagement, Data Use Agreements (DUA) processing, training, and website operations
· Manage program performance, including preparation of monthly status reports with cost, metrics, and outcomes
· Oversee compliance activities including System of Record Notice (SORN) development, Privacy Act requirements, and Office of Management and Budget (OMB) Paper Reduction Act (PRA) clearance processes
· Ensure effective management and lifecycle tracking of DUAs
· Direct user engagement strategies including marketing, training, and outreach initiatives
· Oversee development and maintenance of the public-facing program website
· Ensure program outcomes such as timely DUA processing and user engagement growth targets are met
Required Skills
· Deep knowledge of federal program operations and governance processes
· Understanding of federal privacy, data sharing, and compliance frameworks
· Strong stakeholder engagement skills
· Program performance management and reporting
· Strong oral and written communication skills
Desired Experience and Skills:
· Experience managing federal outreach or engagement programs
· Familiarity with National Institutes of Health (NIH) programs or data access initiatives
· Experience leading multidisciplinary teams (technical, policy, user support)
· Experience implementing performance measurement frameworks
· PMP, Certified Government Program Manager (CGPM), CISSP or CISM, Healthcare Data Certifications (e.g., CPHIMS), Prosci Change Management Certification
required Experience
· Must have a Doctoral degree in Health Services Research, Social Sciences, Economics, Behavioral Research, or related field
· At least 2 years managing projects of similar size and scope
· Experience working with federal data programs and Centers for Medicare & Medicaid Services (CMS) data
· Experience managing data security, governance, or compliance processes
· Professional certifications commensurate with duties
