CALIBRE Systems, Inc., an employee-owned management consulting and digital transformation company, is looking for a highly motivated Program Operations Program Manager to join our dynamic team supporting a federal client. This position is accountable for the successful execution of Program Operations, providing overall leadership, federal compliance oversight, and integration across all program operations activities to ensure delivery of high quality outcomes aligned with customer objectives.

 

Responsibilities include, but are not limited to:

·       Serve as the single point of accountability for all Program Operations activities, deliverables, and performance outcomes.

·       Provide strategic leadership and direction across Program Operations, ensuring coordination among DUA management, stakeholder engagement, training, technical assistance, website/repository management, assessment, and project management functions.

·       Ensure all deliverables meet scope, quality, timeliness, and federal compliance requirements, including PRA, Section 508, NIH web standards, and federal records management.

·       Oversee Program Operations planning and execution, ensuring alignment with NIH priorities and COR direction.

·       Manage and oversee Project Managers and Task Leads supporting Program Operations.

·       Ensure timely preparation, review, and federal clearance of deliverables, including PRA packages, reports, plans, and public facing materials.

·       Maintain senior level, professional communication with NIH leadership, the COR, federal partners, and key stakeholders.

·       Apply technical knowledge of program operations to guide decisions related to data access workflows, governance, automation, technical assistance, and dissemination activities.

·       Monitor program risks, performance metrics, and customer satisfaction, and drive corrective actions or program enhancements as needed.

Required Skills

  • Strong leadership and program management skills across complex federal operations
  • In-depth knowledge of federal procedures, standards, and oversight requirements
  • Ability to manage data access workflows, governance, and linkage-related activities
  • Strong understanding of federal contract delivery requirements and compliance with SOW
  • Ability to oversee multiple program components and ensure high-quality outcomes
  • Excellent verbal and written communication skills

Preferred Skills

  • Familiarity with NIH program operations, data access programs, or research data infrastructure
  • Knowledge of automation or AI-enabled operational workflows
  • Experience engaging with oversight bodies (e.g., privacy boards, review committees)
  • Understanding of large-scale program coordination involving governance and dissemination

required Experience

  • Doctoral degree in Health Services Research, Social Sciences, Economics, Behavioral Research, or related field
  • 5+ years of experience serving as a Task Lead on federal efforts of comparable size and complexity
  • 2+ years of experience managing projects comparable in scope and scale
  • Demonstrated experience leading programs or tasks for or within a federal agency or organization
  • Technical background supporting complex program operations, including data access and linkage activities
  • Proven experience delivering federal contract deliverables on time and in compliance with SOW requirements

Preferred Experience

  • Experience managing large, multi-component federal programs
  • Experience supporting NIH or similar federal research/data environments
  • Experience overseeing automation or AI-enabled workflows in a federal setting
  • Experience working with governance or oversight bodies on compliance and review processes
