Data Linkage Project Manager

CALIBRE Systems, Inc., an employee-owned management consulting and digital transformation company, is looking for a highly motivated Project Manager to join our dynamic team supporting a federal client. This position provides hands‑on project oversight for the delivery of secure, highquality, and scalable data linkage, and the preparation, documentation, and distribution of Center for Medicare and Medicaid (CMS) and other data to support comprehensive research analysis through automated, AI-enabled workflows.

 

Responsibilities include, but are not limited to:

·       Manage multiple linkage projects or workstreams, including scope, schedule, and resources.

·       Coordinate linkage activities across CMS, federal, private, and National Institute of Health (NIH) funded study datasets.

·       Oversee execution of probabilistic, deterministic, and Privacy Preserving Record Linkage (PPRL) based linkage workflows.

·       Track and manage linkage performance metrics, validation results, and QA findings.

·       Ensure deliverables meet CMS, NIH, and study specific security and disclosure requirements.

·       Support preparation and review of:

o   Study Linkage Reports

o   Data File Reports

o   Linkage Production Reports

·       Coordinate analytic output review and disclosure prevention workflows.

·       Facilitate project communications, reporting, and stakeholder coordination.

·       Support continuous improvement by identifying opportunities to enhance efficiency, accuracy, and compliance.

Required Skills

  • Demonstrated expertise in probabilistic and deterministic record linkage methodologies, including PPRL
  • Strong statistical and analytical skills, including evaluation of linkage accuracy (e.g., precision, recall)
  • Deep knowledge of statistical linkage methodologies
  • Strong understanding of data management standards and best practices
  • Knowledge of federal and NIH security policies and methodologies
  • Strong communication skills with the ability to convey technical information clearly and succinctly (written and verbal)

Preferred Skills

  • Familiarity with AI-enabled linkage optimization and validation techniques
  • Familiarity with automated ETL and data transformation pipelines
  • Knowledge of analytic output disclosure review processes for research publication

required Experience

  • Bachelor’s degree in Bioinformatics, Health Services Research, Economics, or related field
  • Current PMP or equivalent certification
  • 2+ years of experience as a Project Manager on projects of comparable size and complexity
  • Experience successfully leading projects at or for a federal agency or organization
  • 5+ years of technical experience supporting data-intensive projects

Preferred Experience

  • Relevant professional certifications (e.g., CISSP, CISM, SANS)
  • Experience managing CMS administrative claims linkage projects, including CMS VRDC support or DUA data custodian responsibilities
  • Experience working within secure research enclaves or controlled-access data environments
  • Experience supporting longitudinal and administrative claims data, including harmonization across coding systems (e.g., ICD-9 to ICD-10)
  • Experience producing machine-readable documentation and searchable data dictionaries
  • Experience supporting research cohorts and delivering technical assistance programs for research users
