CALIBRE Systems, Inc., an Employee-Owned mission focused solutions and digital transformation company, is seeking a Program Manager (PM) for the Army TAP (Department of the Army Transition Assistance Program). The PM for Army TAP is responsible for overseeing and managing all aspects of the program. The PM will work closely with various stakeholders including Department of the Army (DA) representatives, other government agencies and CALIBRE senior leadership.
CALIBRE is offering potential relocation for candidates outside of the Fort Knox area.
The PM is responsible for coordinating the management of all staff, work, and tasks performed ensuring the conformance with program schedules, and cost. The PM will oversee sites, facilitators, and FTEs disbursed in CONUS and OCONUS locations. The PM is required to manage all deliverables and the coordination of resources. The PM should have extensive training and experience in project management as well as a PMP certification. The PM must have experience managing a large staff in remote CONUS, and OCONUS locations. The PM should have experience with DA programs and Service Members. The PM is responsible to the Transition Director for the efficient and effective execution of the Transition contract. The Program Manager serves as the overarching leader of the company’s employees and will work closely with the Contracting Officer’s Representative, government representatives and transition headquarters staff to ensure the proper execution of the transition contract.
The PM shall be onsite at Fort Knox, KY, Human Resources Command Headquarters, from 0800-1600 Monday through Friday except on federal holidays, when executing government authorized travel, or when the government facility is closed for administrative reasons. The PM shall be available by telephone 24/7 and on federal holidays or when the government facility is closed for administrative reasons.
Responsibilities include:
· Program Leadership: Provide strategic leadership and direction to ensure the continued success of the Army TAP program. Serve as the contractor’s primary point of contact with the government and manage all contract operations at the headquarters level.
· Resource Management: Manage program budgets, resources, and personnel effectively to support program goals. Direct and manage PMO actions for day-to-day TAP functions to ensure all contract requirements are met.
- Stakeholder Engagement: Collaborate with DA, military installations, and other federal agencies to deliver comprehensive services to program participants.
- Innovation: Leverage existing technology to improve the project.
- Compliance and Reporting: Ensure that the program complies with all relevant laws, regulations, and reporting requirements. Maintain accurate records and prepare reports as necessary.
- Program Evaluation: Continuously assess the program's effectiveness, collect and analyze data, and make improvements as needed to meet the evolving needs of program participants.
Required Skills
· Conduct command level briefings to government personnel and TAP stakeholders
- Knowledge of military culture and experience working with Soldiers and Veterans is a plus
- Understanding of federal and state regulations related to veterans' employment and transition services
- Ability to work collaboratively with diverse stakeholders
- Strong organizational and time management skills
- A commitment to the mission of assisting Soldiers and their Families with their transition to civilian life
required Experience
· Bachelor’s degree in business administration or related field along with five years in an advanced management role (preference given to those with program management experience)
· Strong working knowledge of TAP and program requirements
· Experience related to the PWS of successfully directing and controlling activities of one or more large programs
· Have a proven track record of engaging with government agencies at a senior level
· Have at least five years of experience, managing remote, CONUS, and OCONUS based teams
· Working knowledge of government chain of command and transition policies.
· Working knowledge of change management principles
· Applicants must successfully undergo a background investigation (National Agency Check)
· U.S. Citizen
Preferred Education:
- Master’s Degree in business administration or related field from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education
- PMP certified or additional four years of experience in related field, preferably in veteran or military transition services
