Operations Research Analyst

CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking an operations research analyst to the National Guard Bureau J8. The analyst will use operations research systems analysis skills such as data collection, analysis, assessment, and modeling to support stakeholder understanding and decision-making. The analyst will assist in preparation and presentation of reports, briefings, and project deliverables. This is an on-site position, with opportunity for limited situational telework. 

 

Tasks include:

·     Conduct analysis and assessment of strategic documents, capability gaps, and supporting studies.

·     Support and participate in data collection and analysis, studies, modeling, and preparation of reports and briefings.

·     Perform data collection and analysis support to wargaming efforts when required.

·     Assist and collaborate in assessing issues, providing timely analysis, and developing recommendations for NGB leaders.

·     Assist and collaborate in developing, staffing, and finalizing actions to include reports and NGB senior leader correspondence via ETMS2.

·     Performs additional duty as task lead for the analysis and wargaming team.

Required Skills

·     U.S. Citizen

·     Current Secret clearance.  Top Secret with eligibility for Sensitive Compartmented Information (SCI) preferred.

·     Must possess proven expert quantitative analytical skills and strong organizational skills. Experience with statistical analysis software (e.g. JMP) strongly preferred.

·     Understanding of the planning and conduct of wargaming, as well as the use of modeling and simulation is preferred.

·     Must be detail oriented and able to multi-task across concurrent initiatives.

·     Exceptional verbal and written communication and organization skills.

·     Advanced proficiency with groupware applications (e.g., SharePoint, MS Teams) and the Microsoft Office Suite (e.g., Excel, Word, PowerPoint., etc.).

·     Must be able to travel.

 

Preferred Skills:

·     Proficiency in DOD tasking systems (e.g. CATMS, ETMS2)

·     Proficiency in the use of Advana

 

required Experience

·     Four-six years of experience working within the senior defense organizations in the Pentagon (Services, Joint Staff, National Guard Bureau Joint Staff, OSD) including experience briefing senior leadership. 10+ years preferred.

·     Six years of operations research (ORSA) experience in qualitative and quantitative analysis and assessments as performed by the Army, Air Force, Joint Staff, NGB-JS and/or OSD.  10+ years preferred.

·     Experience working with the State NG-JFHQs, NGB ARNG, NGB ANG and NGB JS preferred.

 

Education:

·     Bachelor’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education. Operations Research, Systems or Industrial Engineering, other similar hard science, or mathematical field preferred. Master’s Degree preferred.

·     Graduate of CGSC or ILE if former military officer, commensurate Professional Military Education if former military Warrant, Enlisted or Civil Service. SSC graduate preferred.
