CALIBRE, an employee-owned Management Consulting and Digital Transformation company, is looking for a Senior Logistics Analyst (Munitions Management SME) to support the Department of the Army, Office of the Deputy Chief of Staff (DCS), G4. The successful candidate will provide analysis and recommendations in support of G-44S, Supply Policy Directorate, Munitions Division. The candidate will support and contribute to developing logistical analysis tools,, implement and field worldwide enhancement strategies, examine trends in historical and current data to assess future operation and contingency plans; utilize various database tools including but not limited to Oracle Suite, MS Office applications, Microsoft Project, other database management systems, and to analyze historical and current logistical data in order to provide strategic estimations to HQDA and DoD Staff. Other responsibilities include:

 

  • Provide analysis and recommendations for Munitions Asset Management accounting for wholesale and retail stocks, Organic Industrial Base (OIB) Depots & Ammo Plants, production timelines and expenditure data.
  • Provide analysis of munitions logistics data to develop requirements in support of POM requirements, reviews, and submissions.
  • Provide support to develop concepts, plans, policies, and procedures for allocation and distribution, receipts, storage, issue, accountability, stockpile reliability, asset reporting, maintenance, renovation, demilitarization, toxic chemical storage, and disposal.
  • Provide analysis on specific data queries on munitions worldwide and theater data in support of operational requirements, Acquisition and Cross Servicing Agreement (ACSA) approvals, Foreign Military Sales (FMS) guidance, and Title 10 requests.
  • Able to navigate and perform data pulls from DoD enterprise systems including, but not limited to, National Level Ammunition Capability (NLAC), GCSS-Army, LIW, AESIP, Total Ammunition Management Information System (TAMIS), Munitions Readiness Report (MRR), Munitions Transportation Management System (MTMS), Munitions History Program (MHP), Standard Army Ammunition System (SAAS), and various Accountable Property System of Records (APSR) to produce reports and provide analysis on the state of readiness.
  • Maintain knowledge of current DoD and DA policies and regulations on munitions processes/procedures, explosives safety, Arms Ammunitions & Explosives (AA&E) accountability, physical security, and auditability factors to respond decisively to the staff and the ammunition community.
  • Capable of assisting in Audit Readiness, field compliance and continuous monitoring.
  • Familiar with Enterprise Business Systems-Convergence (EBS-C) for DoD systems progression and integration.

Required Skills

  • Experience demonstrating the following skills: Analyzing Contracts, Analyzing APSR data, Analyzing Shelf-Life Data, Developing Logistics Plans and Procedures, and Developing Logistics Management Plans and Guidelines. Previous munitions management at organizational and strategic levels are required.
  • Strong quantitative skills, including the ability to utilize various logistics reporting tools to prepare requests for information, specific reports, summaries, charts, and presentations.
  • Possess strong written, oral, and interpersonal skills. Ability to work autonomously with high standards for personal performance. Strong organizational skills, detail oriented, and adaptable to flexible work styles, environments, and locations.
  • Must be detail oriented and able to multi-task across concurrent initiatives
  • Ability to communicate clearly with a wide variety of stakeholders. Comfortable interacting and briefing General Officers, Senior Executives, civilian officials, and the protocols involved.

 

 

required Experience

  • Prior working experience with DoD, separate component, major commands, and direct reporting units.
  • Knowledge and experience in electronic task management systems
  • Defense life cycle (acquisition) logistics support: 10 years (Preferred)
  • Analyzing Contracts (budget requirements, funding disbursement, market research, selection criteria)
  • Analyzing DoD Systems output and reports (asset status reports, transaction history, explosive safety violation/compliance, account codes)
  • Developing Logistics Plans, Procedures, and Management Guidelines.
  • Security, safeguarding, and DoD reporting requirements for AA&E accountability.

General Performance Requirements:

  • Assess stockpile and critical munitions health for Strategic Readiness Tenets, Total Army Readiness Reviews, and Army Strategic Readiness Assessments input.
  • Participate in the development, implementation, maintenance of publications and policies.
  • Demonstrate knowledge of each military service’s property accountable system in support of Class V retail transactions and asset status for worldwide visibility and cross-service compliance.
  • Contribute to audit development, maintenance of Internal Controls, and Corrective Action Plans responding to Notice of Finding and Recommendation.
  • Provide wholesaled/retail inventory calculations and adjustment metrics supporting the Logistics & Acquisitions briefings, and Business Mission Area Champion (BMAC) framework.
  • Maintain knowledge management of SharePoint documentation and references for collaboration.
  • Ability to travel up to 25%

Security Clearance Requirement:

  • Active Department of Defense (DoD) Secret security clearance is required; TS/SCI preferred or the ability to obtain an increased security level. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within the facilities, U.S. citizenship is required.

Education Requirements:

  • Bachelor’s Degree with a minimum of 10 years operational and/or strategic level munitions related field or relevant experience is required.
  • Project Management and Lean Six Sigma experience (preferred)
