CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking an Aviation Logistics Strategic Planner to work in the Marine Forces, Pacific (MARFORPAC), Aviation Logistics Division (ALD) to advise the Commander and execute his guidance on aviation logistics; represent the Commander to higher, adjacent, and subordinate headquarters across the Naval Aviation Enterprise; and provide support to subordinate organizations to ensure the combat readiness of the operating forces. The vision of ALD is to establish an environment of superior aviation logistics which maximizes warfighting capability.

 

Tasks include:

·        AVIATION LOGISTICS DELIBERATE, CRISIS ACTION, AND EXERCISE PLANNING – Assist MARFORPAC ALD by making decisions and recommendations to transform the Naval aviation enterprise into a more lean, efficient, and effective organization. Knowledge of the forces, resources, and capabilities available to accomplish all types of logistics operations is required. The ability to satisfy the requirements imposed by contingencies and other missions assigned to MARFORPAC is integral. This knowledge is also applied in preparing recommendations to change the way forces are employed, the way they operate, and to establish the fundamental framework and foundation of operational logistics principles.

·        DAILY TASKS

o   Provide subject matter expertise for the development, update, and refinement of Aviation Logistics (AVLOG) operational concepts, OAI’s and deliberate plans to enhance Aviation logistics capabilities at all levels and ensure operational readiness is maintained and preserved.

o   Provide comprehensive and effective AVLOG management capability, coordinated among components, to develop and execute options to prevent, mitigate, or respond to a crisis under all circumstances.

o   Develop briefs and other products to define Aviation logistics (AVLOG) requirements in support of Operations, Activities, and Investments (OAI’s), Operational Plans (OPLANs) and contingencies.

o   Utilize Enterprise Task Management Software Solution (ETMS2), Automated Message Handling System (AMHS) and Task Management System (TMS), monitor messaging and task management accounts for NIPR and SIPR networks to track messages and tasking for MARFORPAC ALD Plans.

·        WEEKLY TASKS

o   Provide representation of ALD in coordinating efforts across various MARFORPAC divisions, subordinate commands by participating in MARFORPAC Campaign plan synch meetings (LOE’s and All Domain Initial Planning Team), planning meetings and Aviation logistics staff meetings.

o   Support synchronization and planning meetings by running audiovisual equipment display products the contractor has built and kept up to date.

o   Coordinate aviation logistics employment and sustainment requirements with Component, Combatant Commander, and Joint representatives.

·        MONTHLY TASKS

o   Using Defense Readiness Reporting System-Strategic (DRRS-S) and Defense Readiness Reporting System-Marine Corps (DRRS-MC) accounts the contractor shall use accurate information to complete monthly assessments.

o   Review and update ALD Crisis Action Team (CAT) recall roster.

o   Lead and Support Operational Planning Teams (OPTs), and other work groups as requested/required.

·        QUARTERLY TASKS

o   Provide command chronology input for ALD Plans.

o   Maintain policies, pass downs, and procedures for ALD CAT and forward deployed headquarters.

·        ANNUAL TASKS

o   Lead the development and/or updates for remote expeditionary support packages to inform OPLAN TPFDD requirements.

o   Evaluate aviation logistics planning process using Logistics Planning Tool and the Deployed Logistics Solution web-based system.

o   Assist in developing CONOPS for afloat of ashore aviation logistics exercises aviation logistics exercises.

o   Review and update OPLAN annexes, appendices, and Joint Logistics assessments.

o   Assist in the review of equipment density lists for multiple MARFORPAC Global Prepositioning network sites.

o   training and exercise events, interoperability workshops, tabletop exercises, and senior

·        ENDURING TASKS

o   Produce meeting minutes for meetings relevant to MARFORPAC ALD Plans.

o   Provide In-progress reviews, briefs, and meeting minutes - Conduct scheduled in-progress reviews and confirmation, in and out briefs; prepare and deliver associated meeting minutes.

o   Perform Exercise Event Evaluations - Assess exercise events through observation and develop recommendations for sustained future operations. Conduct evaluation of designated activities during joint and combined training and exercise events, interoperability workshops, tabletop exercises, and senior leader seminars.

o   Arrange, coordinate, and facilitate After-Action Review (AAR) and lessons learned meetings to review event support and associated deliverables following the conclusion of each supported event.

o   Provide Trip reports that Inform the government about new developments that the Contractor observes while on official travel for selected travel events by the COR.

o   Provide program and technical support on and off-site, including Planning conference events, development events, for MARFORPAC ALD staff related to ALD Plans Management systems and networks, and Joint systems.

o   Create, maintain, and explain (when requested) the process of reserving the ALD or MARFORPAC conference rooms for Contractor and Government employees that ensures the room is scheduled with a computer.

o   Ensure the DRRS-S and DRRS-MC tools maintain functionality.

o   Conduct monthly review of development, updates, and refinement of Aviation Logistics (AVLOG) operational concepts, OAI’s, and deliberate plans to enhance Aviation logistics capabilities at all levels and ensure operational readiness is maintained and preserved.

o   Develop a proposed structure that information management (information in IT systems) that ensures files are arranged in a clear and consistent manner and provide updates in future Monthly Reports. Assist with the implementation of the plan upon approval.

o   Conduct a monthly review to ensure consistency and uniformity in data entries in all data systems DRRS, ALD Plans SharePoint sites and submit findings and recommend actions to address incorrect data entries.

o   Conduct monthly reviews and provide AVLOG inputs to the ALD Plans Officer pertaining to Defense Readiness Review System by conducting classified analysis and review. Identify and report any changes to unit readiness.

o   Ensure the USINDOPACOM and MARFORPAC Theatre Campaign Plans are supported by recommending and reviewing changes via memorandum to reflect theater posture.

o   Review the command chronology and ensure sufficient supporting artifacts are incorporated. Recommend creating a Standard Operating Procedure (SOP) and any applicable updates to the SOP that ensures the command chronology is accurate within 48 hours of any updates.

o   Provide input to Annex M forms on OAI’s for the ADIPT.

o   Assess exercise events through observation and develop recommendations for sustained future operations.

o   Conduct evaluation of designated activities during joint and combined training and exercise events, interoperability workshops, tabletop exercises, and senior leader seminars. Arrange and facilitate After-Action Review (AAR) and lessons learned meetings to review event support and associated deliverables following the conclusion of each supported event.

Required Skills

·        U.S. Citizen

·        Military specialization in Naval aviation related MOS with a minimum of ten years working experience in Naval aviation logistics.

·        Minimum three years demonstrated knowledge of military doctrine, tactics, and command relationships at MAGTF or Joint/combined command level.

·        Thorough understanding of Defense Readiness Reporting System (DRRS - or equivalent reporting system experience.)

·        Possess a thorough knowledge of USMARFOR operations in relation to OPLANs/CONPLANS and exercise scenarios in the Pacific.

·        Possess a thorough conceptual and working knowledge of the Time Phased Forces Deployment Data (TPFDD).

·        Ability to work with minimal oversight on high visibility or mission critical aspects of a given program and perform all functional duties independently.

·        Through understanding of the Marine Corps Planning Process (MCPP).

·        Advanced proficiency with using Microsoft applications such as Excel, Teams, Words, Power Point, etc.)

·        Must be able to travel.

Preferred Personnel Requirements:

·        Hold a BA/BS

·        Hold a MA/MS degree, preferably relating to supply logistics and/or similar disciplines.

·        Prior service at MARFOPAC ALD.
