CALIBRE, an employee-owned Management Consulting and Information Technology Solutions company, is looking for a Director responsible for CALIBRE’s Infrastructure, Engineering, & Environment (IEE) service line. IEE’s services include Base Realignment and Closure (BRAC) execution; energy opportunity development, execution, and management; infrastructure condition assessment and management (specifically with the BUILDER Sustainment Management System); utility system surveys; Geographic Information System (GIS) analytics and mapping; and related installation and infrastructure management functions. Clients are Federal, Civil, State, and local governments, as well as commercial businesses, and include Bureau of Land Management (BLM), Office of the Assistant Chief of Staff for Installation Management (ACSIM), Office of the Assistant Chief of Staff for Installations, Energy, and Environment (ASA(IE&E)), Defense Health Agency (DHA), US Army Corps of Engineers (USACE), the Commonwealth of Massachusetts, the City of Asheville, and others. This position reports directly to the Defense Mission Solutions (DMS) Division Vice President.

 

The successful candidate will be responsible for the growth and sustainment of the IEE Directorate’s business, consistent with approved Balanced Scorecard measures. The Director's primary focus is on achieving top quartile growth by sustaining existing business and identifying, developing, and winning new business opportunities. The Director is responsible for recruiting, developing, and sustaining personnel with a cohesive set of skills and services to support sales and execution. The Director must also manage corporate resources to enable the successful performance of the IEE Directorate’s Project Managers.

 

Responsibilities include, but are not limited to:  

  • Meeting sales, revenue, and fee objectives as determined by DMS Division Vice President;
  • Setting the IEE Directorate’s vision: Identifying “leverage and growth” opportunities that align with Division objectives;
  • Work with other Directors and Sales Managers to assist with growth opportunities;
  • Supervising personnel responsible for managing projects and empowering Project Managers to meet established technical performance standards, schedules, and cost targets;
  • Working with a centralized proposal and project management organization, as appropriate, to increase operational efficiencies;
  • Staffing assigned project teams with qualified personnel through either internal realignment or recruitment and hiring of new personnel;
  • Reviewing personnel performance, and making recommendations for workforce development;
  • Driving the professional development of personnel through CALIBRE University and dictating skill development and certification goals for Directorate personnel;
  • Ensuring that Corporate, Division, and Directorate information is communicated and understood by Directorate personnel;
  • Establishing and maintaining client trust to increase probability of win (pWin);
  • Ensuring continuous lateral communication among and between other Divisions and Directorates; and
  • Participating in corporate quality assurance efforts to include CMMI and ISO.

Required Skills

  • Must have or be able to obtain a Security clearance;
  • Strong financial acumen and the ability to run a subset of a Profit and Loss center (P&L);
  • Current knowledge of trends in government and industry that include the spectrum of GIS, installation management, infrastructure, capital planning, real property, and energy requirements, issues, and challenges of primary client set;
  • Well-defined communications skills, with a strong network of business contacts within government operations and ability to network within both government and non-governmental clients;
  • Strong understanding and demonstrated application of the Shipley business development process;
  • In-depth problem solving and resource integration abilities;
  • Ability to gather, organize, and present information for data calls in a thoughtful manner;
  • Ability to apply extensive executive skills in establishing and maintaining successful working relationships with clients, corporate officers, Directors, project managers, staff, and other business enterprises and partners;
  • A clear vision of how to grow a business as a large company in a small company-dominated acquisition environment;
  • Twenty or more years of directly related functional/technical experience. Combination of public and private sector experience is preferred;
  • Ten or more years of project/program management experience. Demonstrated experience in installation and infrastructure management services is required;
  • Project Management Professional Certification (PMP) is preferred.

required Experience

An engineering degree or degree in related field from an accredited college or university. A Master’s Degree or Professional Engineer (PE) License preferred. (Other education, commensurate experience and demonstrated ability of individual may be substituted.)
