CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking an operations research analyst to the National Guard Bureau J8. The analyst will be familiar with all phases of the Planning, Programming, Budgeting and Execution (PPBE) process as exercised at the Service, Reserve Component, Joint, and DOD levels. The analyst will participate in operations research analysis, assessment, wargaming, modeling and simulations, and capability development. The analyst will assist in preparation and presentation of reports, briefings, and project deliverables.

 

Tasks include:

  • Conduct analysis and assessment of strategic documents, capability gaps, and supporting studies.
  • Support and participate in analysis, war-gaming, modeling & simulation, exercises, and studies.
  • Support capability document development and related analysis.
  • Support integration of actions across all phases of PPBE.
  • Assist and collaborate in assessing issues, providing timely analysis, and developing recommendations for NGB leaders in support of their participation in senior leader forums.
  • Assist and collaborate in developing, staffing, and finalizing NGB senior leader correspondence.
  • Support developing and responding to formal staffing actions.
  • Provide senior level advice and oversight of support to client requirements.

 

Required Skills

  • U.S. Citizen.
  • Current Top-Secret clearance and eligibility for Sensitive Compartmented Information (SCI).
  • Must possess proven analytical and strong organizational skills.
  • Must be detail oriented and able to multi-task across concurrent initiatives.
  • Exceptional verbal and written communication and organization skills.
  • Proficiency in MS Office
  • Must be able to travel.

  • Proficiency in DOD tasking systems
  • Proficiency in the conduct of wargaming, modeling, and simulation.

required Experience

  • Five or more years of experience working within the senior defense organizations in the Pentagon (Services, Joint Staff, National Guard Bureau Joint Staff, OSD). Eight or more years working in the DoD.  Four years or more working with senior level Defense personnel, including military.
  • Eight or more years of operations research (ORSA) experience in qualitative and quantitative analysis and assessments as performed by the Army, Air Force, Joint Staff, NGB-JS and OSD.
  • Demonstrated performance in DoD’s JCIDS system.
  • Five or more years of change management, project management, and management experience.

 

Preferred Experience:

  • Eight or more years of experience working within the senior defense organizations in the Pentagon (Services, Joint Staff, National Guard Bureau Joint Staff, OSD). Ten or more years working in the DoD. Eight years or more working with senior level Defense personnel, including military.
  • Ten or more years of operations research (ORSA) experience in qualitative and quantitative analysis and assessments as performed by the Army, Air Force, NGB-JS and OSD.
  • Ten or more years of change management, project management, and management experience.

 

Required Education:

  • Bachelor’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education.
  • Graduate of CGSC or ILE if former military officer, commensurate Professional Military Education if former military Warrant, Enlisted or Civil Service.

 

Preferred Education:

  • Master’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education. Operations Research, Systems or Industrial Engineering, or Business focus preferred.
  • Graduate of SSC if former military officer, commensurate Professional Military Education if former military Warrant, Enlisted or Civil Service.
