CALIBRE Systems, Inc., an Employee-Owned Management Consulting and Digital Transformation company, is seeking an individual who will support all missions of the National Guard Bureau Comptroller. The analyst will apply subject matter expertise related to DoD financial policies, processes, and systems. The analyst will participate in analysis and formulation of advice.  He or she will assist or lead in preparation and presentation of reports, briefings, and project deliverables.

 

Tasks include:

  • Participate in analysis primarily related to Air National Guard (ANG), and National Guard Bureau (NGB) budget execution matters. This includes tracking, reporting, and analysis of costs, obligations, disbursements, reprogramming results, and related historical and current trends.
  • Participate in assessing issues, and assessing impacts and differences between President’s Budget Requests, Congressional Marks, and other decisions such as those stemming from DoD, or HAF decisions.
  • Assist in providing timely information and developing and compiling metrics, periodic analytic products, reports, and integrated dashboards, as well as recommendations for NGB leaders.
  • Assist in developing, staffing, and finalizing NGB senior leader correspondence and providing input to execution-related products, processes, guidance, and policy.
  • Support developing and responding to formal staffing actions.
  • Employ analytical skills to develop an empirical basis to support analysis and recommendations.
  • Collaborate with staff across the ANG, and NGB to develop working relationships to maintain situational awareness on financial issues and to facilitate developing recommendations for leaders.

Required Skills

  • U.S. Citizen
  • Must hold an active Secret clearance
  • Must possess proven analytical and strong organizational skills
  • Must be detail oriented and able to multi-task across concurrent initiatives
  • Exceptional verbal and written communication and organization skills
  • Extensive knowledge of financial management policy and regulations within the DoD
  • Proficiency in MS Office products
  • Proficiency in the use of DEAMS and other financial systems (e.g., FMSuite, AFM, CRIS, PBAS)
  • Demonstrated proficiency in the analysis and manipulation of Air Force financial data.
  • Must be able to travel

 

Preferred Skills:

  • Proficiency in DOD tasking systems (e.g., Enterprise Task Management Software Solution (ETMS2) or Task Management Tool (TMT)
  • Proficiency in the use of Advana, Power BI, and database and data analysis applications
  • Certified Defense Financial Manager (CDFM)
  • DoD FM Certification

required Experience

  • Three to six years of experience performing comptroller functions within the senior defense organizations in the Pentagon (Services, Reserve Components, Joint Staff, National Guard Bureau, OSD).
  • Three to six years of experience conducting and presenting budget/financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems as performed by the Air Force or ANG.

 

Preferred Experience:

  • Six to 10+ years of experience performing comptroller functions with the senior defense organizations in the Pentagon (Services, Reserve Components, Joint Staff, National Guard Bureau, OSD).
  • Six to 10+ years of experience conducting and presenting budget/financial data analysis and assessing financial conditions by applying financial principles, policies, methods, techniques, and systems as performed by the Air Force, or ANG.
  • Experience working with the National Guard, especially Air National Guard financial management

 

Required Education:

  • Bachelor’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education.
  • Graduate of ACSC or IDE if former military officer, commensurate Professional Military Education if former military Warrant, Enlisted or Civil Service.

 

Preferred Education:

  • Master’s Degree from an accredited school by a national or regional accrediting agency recognized by the U.S. Department of Education. Financial or accounting focus is preferred.
  • Graduate of AWC, or SDE if former military officer, commensurate Professional Military Education if former military Enlisted or Civil Service.
