CALIBRE Systems Inc., an employee-owned Management Consulting and Digital Transformation Company is seeking a Systems Analyst to work as part of a team that updates and maintains the Army Force and Organization Cost Estimating System (FORCES). The Systems Analyst will assist in analyzing and documenting system and user requirements; testing applications and verifying changes; debugging applications by researching source code; converting complex methods; evaluating data sources and verifying data integrity; gathering information and generating functional requirements; creating storyboards; and designing data tables. The Systems Analyst may also assist in developing improvements to existing cost models and data processes; organizing and translating data into useful automated information; and preparing reports, briefings, and documentation deliverables.

*This position can be performed in a remote setting.

Job Responsibilities:

  • Manage input from cross-functional sources to research and address business or systems requirement issues
  • Collaborate with functional analysts and software developers to translate business requirements to technical specifications or designs
  • Perform application testing and verify completion of requirements
  • Identify issues found during testing and create Bugs/Tasks, with detailed descriptions, to assign to a developer. Research C# source code to identify backend causes and impacts.
  • Analyze, refine and document complex system user requirements including functional objectives of system, data sources and availability, report requirements and cross-system integration requirements
  • Conduct data analysis and verify data integrity
  • Develop new reports and make enhancements to existing ones
  • Coordinate with internal and external stakeholders to establish project scope, system goals, and requirements
  • Develop, analyze, prioritize, and organize requirement specifications, data mapping, diagrams, and flowcharts for developers and testers to follow
  • Provide documentation of all processes and training as needed
  • Implement best practices for scalability supportability, ease of maintenance, and system performance

Required Skills

  • Working knowledge of C# programming language, with the ability to assist in debugging and what-if/impact analysis
  • Working knowledge of SQL programming language, with the ability to create custom SQL queries by understanding data flow and database design
  • Ability to develop guidelines to build project specific reports and coding conventions to write custom SQL views
  • Strong analytical, problem-solving, and communication skills
  • Demonstrated experience gathering functional requirements and translating them to technical specifications or designs
  • Demonstrated experience analyzing, refining, and documenting complex system user requirements including functional objectives of system, data sources and availability, report requirements and cross-system integration requirements
  • Relevant experience analyzing data and verifying data integrity
  • Proven ability to analyze project workflow, identify gaps and disconnects, and recommend solutions for improvement
  • Must be detail oriented and able to multi-task across concurrent initiatives.
  • Ability to work both individually and in a collaborative team environment
  • Experience working with major operating systems (Windows and Mac) and the MS Office Suite

Preferred Skills:

  • Experience with Azure DevOps Server
  • Experience with resource management information systems
  • Experience creating storyboards
  • Knowledge of data modeling and data visualization tools (e.g. erwin Data Modeler)
  • Cloud architecture experience and/or experience operating working in a cloud environment
  • Experience in budgeting or cost-analysis
  • Experience with and understanding of Army force structure data

  • Must have an active SECRET Clearance
  • Must have an active CompTIA Security+ Certification
  • Bachelor’s Degree from an accredited college/university in business or technology discipline
  • Five or more years of relevant professional experience
