CALIBRE Systems Inc., an employee-owned Management Consulting and Digital Transformation company, has an immediate need for an Environmental professional to support environmental program acquisition, evaluation, and management for the U.S. Air Force Civil Engineer Center.  Qualified candidates will use their remediation experience to help develop and implement Performance-Based Remediation (PBR) acquisition strategies for Air Force environmental remediation projects.  All work is to be provided onsite at Kelly Field in San Antonio, TX.

Required Skills

The ideal candidate will work well in a team environment, be adept at identifying process improvement opportunities, and have some level of experience supporting or managing Federal remediation/ restoration projects.

Primary duties of this position include, but are not limited to:


  • Assist in developing acquisition strategies for environmental restoration sites requiring PBR experience and expertise to recommend sound acquisition strategies that clearly define cleanup objectives
  • Develop various acquisition documents including Performance Work Statements (PWS) based on environmental conditions, site data, and regulatory framework
  • Develop draft reports and briefings for decision makers
  • Schedule and facilitate meetings among various stakeholders
  • Monitor activities and progress of existing Performance-Based Contracts
  • Review contract change requests and document bases for decisions in support of the Government client

Support internal and client-focused program/project management

required Experience

  • Minimum of 3 years of experience and a BA/BS or 2 years of experience and an MA/MS
  • Ability to organize and assemble project data, conduct analyses, prepare reports and briefings, and make recommendations to senior leaders
  • Strong written and verbal skills
  • Working knowledge of applicable Federal, State, and/or local regulations and statues, and Air Force and Department of Defense regulations, related to the candidate’s area of expertise. These include:
  • Experience managing remediation projects, or portions of remediation projects
  • Experience monitoring and tracking contract and project progress
  • Experience preparing and delivering briefings to senior leaders
  • Experience with the Microsoft Office Suite of products (e.g., Word, Excel, PowerPoint), as well as SharePoint and Adobe
    • Federal Acquisition Regulation and/or contracting actions/solutions
    • Performance-Based Remediation / Performance-Based Contracting
    • Defense Environmental Restoration Program (DERP)
    • Comprehensive Environmental Response, Compensation and Liability Act (CERCLA)
    • Resource Conservation & Recovery Act (RCRA)

Accepted candidate will be required to execute a Non-Disclosure Agreement with CALIBRE, our prime contractor client, and the U.S. Government.  This is a Position of Trust and requires a National Agency Check with Inquiries (NACI).  A Secret clearance is not required.
